Political and Administrative Structure of the District

The legislative and deliberative organ of the Assembly is made up of 40 Assembly Members including the Hon District Chief Executive and Member of Parliament. There are twenty-eight (28) elected Assembly members and ten (10) government appointees.

An Executive Committee chaired by the District Chief Executive (DCE) performs the executive and administrative functions of the Assembly. The executive, however, excludes the Presiding Member (PM) of the Assembly and operates through the following Sub-committees:

Development Planning, Justice and Security; Works, Finance and Administration, and Social Service. These sub-committees are responsible for deliberation on specific issues and submitting recommendations to the Executive Committee for onward submission to the General Assembly for ratification.

In Article 243 under Chapter Twenty of the Constitution, it states that, “There shall be a District Chief Executive for every district who shall be appointed by the President with the prior approval of not less than two-thirds majority of members of the Assembly present and voting the meeting.”

The term District Chief Executive in the Constitution refers to Metropolitan, Municipal or District Chief Executive.

A Municipal Chief Executive comes into office by appointment by the president and approval by the Assembly by vote. But a Chief Executive shall cease to hold office at any time other than end of term of office when:

1. A vote of no-confidence, supported by the votes of not less than two-thirds of all members of the Assembly is passed against him;

2. Removal from office by the President, or

3. Death — where an MMDCE dies in office

The Municipal Chief Executive:

1. Presides at meetings of the Executive Committee of the Assembly

2. Is responsible for the day-to-day performance of the executive and administrative functions of the District

3. Does supervision of Departments in the Assembly.

4. Is the chief representative of the Central Government in the District.
