The Procurement Unit provides strategic direction for the achievement of the overall objective of the procurement function in the Local Government Service.

 

The core functions of the Procurement Office include:

  1. Plans and coordinates the activities of the Procurement Unit. 
  2. Manages the development and implementation of the procurement plan.
  3. Provides inputs for the preparation of the annual budget. 
  4. Liaises with service providers and other stakeholders to undertake procurement activities. 
  5. Ensures that the procurement activities are in harmony with the Public Procurement Act, 2003 (Act 663)
  6. Provides inputs for the preparation of the procurement plan for the entity;
  7. Ensures effective management of tender processes;
  8. Liaises with Service providers in the management of contracts;
  9. Analyze data on service providers for procurement management;
  10. Supervises the organization of contract negotiations;
  11.  Collates data for the preparation of procurement plan
  12. Initiates procurement processes in line with procurement plan and budget
  13. Supervises the conduct of market survey
  14. Drafts tender document and advertisements
  15. Drafts contract notices to successful and unsuccessful tenderers 
  16. Coordinates procurement processes
  17. Collates data for the preparation of the annual budget
  18. Collates data for the preparation of Annual and Periodic Reports
  19. Manages database on service providers for procurement management
  20. Manages stock levels to ensure availability for operational requirements 
  21. Ensures that goods and services delivery are consistent with contractual Requirements 
  22. Supervises the collection of data for procurement management 
  23. Drafts notices and other related tender documentation in line with procurement plan and budget
  24. Initiates procurement processes 
  25. Supervises the collection of data for the preparation of the annual budget, annual and periodic reports. 
  26. Collates and Prepares reports (evaluation, project etc.) for deliberations at meetings 
  27. Supervises stores management and assets disposal 
  28. Preparation and submission of Annual and Periodic Reports to the Public Procurement Authority  
  29. Ensures the development of the capabilities, skills and knowledge of staff;
  30. Appraises direct reports.
