Youth Employment Agency Regulations 2016, L.I. 2231 was passed in 2016, gazetted in February 2016 and entered into force in May 2016
The Youth Employment Agency began as National Youth Employment Programme (NYEP) to address the ever-increasing problem of unemployment among the youth, perceived to be potential threat to National Security in 2005. It was officially inaugurated in October 2006 and functioned under the Office of the President without legal backing.
Government decided to rebrand and reposition the Agency as a Public Service Organization to better serve the teeming unemployed youth. Ghana Youth Employment and Entrepreneurial Agency (GYEEDA) was born and out doored to replace NYEP in October 2012.
In spite of being migrated into the Public Service, the Agency still lacked the needed legal backing which was crucial to its operations. Management in consultation with the necessary stakeholders presented a draft bill through the Executive to Parliament. In February 2015, the Youth Employment Agency Bill (Youth Employment Agency Act 2015, Act 887) was passed into law and assented to by the President in March 2015. Subsequently, a Legislative Instrument (Youth Employment Agency Regulations 2016, L.I. 2231) was passed in 2016, gazetted in February 2016 and entered into force in May 2016.
Mandate of the Agency
The YEA was established under the Youth Employment Act 2015 (Act 887), to oversee the development, coordination, supervision and facilitation of employment for the youth and related matters in Ghana.
Objective of the Agency
The object of the Agency is to develop, coordinate, supervise and facilitate the creation of jobs for the youth in the country.

To become an outstanding Public Sector Agency facilitating and creating sustainable employment opportunities for the youth nationwide.
Mission
To lead the coordination of employment opportunities and creation of jobs for the youth in Ghana.
MODULES (PROGRAMMES) RUN BY THE YOUTH EMPLOYMENT AGENCY CURRENTLY
One of the mandates of the Youth Employment Agency is to create jobs for the youth through program modules
This module offers employment opportunities for the youth by augmenting the human resource capacity of Ghana’s security services within beneficiaries cited communities.
The module seeks to train the youth in various sports development management.
The School Support Programme is a school-based support programme aimed at ensuring the health and safe, of students and staff of the various SHSs in the country. YEA will use part of its fund allocation to fund the two employment streams under the programme namely:
-Schools Guards/Security Assistants (SAs)
-Kitchen Assistants (KAs)
OBJECTIVES
The Programme will seek to among other objectives:
Job centre is a platform that connects job seekers to employers and provide work ready skills for job seekers to meet the demands of industry. The Job Centre provides real time interaction with a trained career advisor, provides CV support and connects to job mentors; all for FREE. The Job centre is an innovation from the Youth Employment Agency connecting youth to both private and public sector jobs.
The objective of this module is to equip the youth with Entrepreneurial skills in order to create a new crop of small business owners who will intend offer employment opportunities to others.
This module creates employment opportunities for the youth through maintenance of environmental cleanliness.
EXITED MODULES (PROGRAMMES)
The modules of the Youth Employment Agency last for a maximum of two (2) years, and it is subject to renewal by the Board.
This module seeks to create employment opportunities for the youth through agriculture and its related businesses while empowering them to begin their own farms and also get involved in the very profitable Agricultural Value Chain.
The module seeks to create employment opportunities for the youth by adding up to the staff strength of the Ghana Health Service while assisting in basic health care delivery to hard to reach communities.
This module seeks to create employment opportunities for the youth through agriculture and its related businesses while empowering them to begin their own farms and also get involved in the very profitable Agricultural Value Chain.
The rationale of this module is to train the youth in the art of textile and garment making to make them employable in the fashion industry.
The rationale behind this module is to target and equip the youth with information technology skills set to make them employable for the labour market.
The objective of this module is to offer employment opportunities for graduates to gain hands on experience to boost their employability.
